Yes, you can use any phone you want. All you have to do is find a coverage map (typically online sites such as wistleout, etc.) of where you'll be using your phone and pick the carrier that has the best local coverage for you (Verizon, AT&T, or T-Mobile) and then use the card from the package that will work for you. You still get TracFone, and you can either just buy minutes as you need them or pick an auto-refill plan suitable for your needs. You get talk, text, and data with all of them. Most phones are WiFi enabled so that you can connect to WiFi. Minutes carry over as long as you keep your airtime current, which is pretty easy to do. You can do a lot of it online as well. TracFone is a really good pick, I've used them for 8 years and never had any problems. I tried another prepaid plan for a year and spent way more money for far less minutes and coverage on a flip phone.
