• This is not a monitor cable but serial cable. Since modern PCs do not have serial ports, you must use a USB to Serial cable.

• I think you are maybe confusing serial DB-9 with VGA which is used for monitors. They look pretty similar, but VGA has a lot more pins. A DB-9 cable only has 9 pins.
