• I ran it this year on windows 7, they recommend upgrading to 10, but you do not have to.

• Yes......TurboTax Deluxe for 2019 worked just fine on my Desktop that has Windows 7 Professional. I was able to complete both Federal and State and also transmitted both electronically a couple of weeks ago.
