Yes. I have the exact same problem. If you press buttons on the controller it may fix it but only while you continue to press buttons. Try moving the right stick during cutscenes. My friend who has the arctis 9x is also having these problems so it is likely with the xbox itself but Turtle Beach may be able to fix it with a firmware update, we'll see.
