I have taken other battery packs with bigger dimensions and not been questioned by the TSA. I am not aware of any reason for it to be disallowed as it doesn't violate any regulations. Worse case they may ask you to plug in your phone and show it works.

I don't see why not. It's not bigger than a computer. I haven't gone a plane as yet with it, but there should be no problem.
