I fly with this pack all the time, so you can travel but it has to be in your carry on. 10000 mAh is the amount of power the pack can hold. It is basically the size of the gas tank. 10000 mAh is the same as 10 Ah. If your device uses 1Amp per hour this pack will run it for 10 hours.

With the new rules , you are not alllwed to Keep lithium ion batteries in checked luggage . Not sure about Other battery types in checked luggage , but no li-ion. Just got back from china , and no problems

If you are flying, you have to have any lithium batteries in your carry on baggage, and must remove them from your carry on to board the plane. Yes, you can fly with the lithium battery.
