“How do you know the charger is off you press the power button but the lights stay on, after 20 seconds the lights go off but I'm not sure if it's really off or just on standby”

I wondered the same thing at first. After your charger is fully charged, the blue light comes. When you press the power button, after a few seconds, when the light disappears that’s when you know your charger is off.

It stays off. You can also turn it off by pressing the power button 2 times.

I think most power banks doesn't really have an on/off button. They're just simply extra "batteries" or "energy" banks. The power button just serves to check the level of energy your bank still has by lighting up the LED indicators. That's how I see it. Hope this helps.
