Can this phone be unlocked? null

Yes, according to my recent experience with Consumer Cellular (CC), you must activate and be on their network for at least 30 days, then you can request they provide you with a code to unlock your phone. As a note, do not cancel the CC service before calling your new carrier to port the current telephone number to them as if you cancelled first you will be forced to get a new number.
