“Does this device allow analog CC pass-thru so that my TV can decode and display closed captioning? I do not use digital CC. Analog CC is only closed captioning used by some channels, while many channels use both analog CC and digital CC in broadcast.”

We sure do. All of our apps across all supported platforms support CC. We are not aware of channels that are not supported. If you see a channel with an issue please alert us at support@silicondust.com
