Yes, I have it on my iPad Mini 5 (2019). The iPad 2019 is the same size as the iPad Mini 4 and older.

According to a conversation with Apple, yes, as there were no physical changes in the iPad from the 4 to the new 5 gen

Not sure. It fits my iPad 2. Volume slot is slightly misaligned, but i can still use the buttons.
