• I just asked this same question at a store and, according to store employee at the cashier, "you cannot use a gift card to buy another gift card."

• Unfortunately not. You can't use a gift card to buy a gift card. Found that out on accident when I tried using the remainder of my gift card with my total purchase and I wasn't able to because I was also buying the STEAM gift card.

• I have successfully used a BB gift card in store to purchase another type of gift card. Hopefully this is the case for all brick and mortar stores.
