Answer might be here: https://www.verizon.com/about/consumer-safety/device-unlocking-policy As of July 19, 2019 the policy is: Prepaid Device Unlocking Policy Devices that you purchase from Verizon and certain devices purchased from our retail partners are locked for 60 days after activation. After 60 days, we will automatically remove the lock. Following the 60 day lock period following device purchase, we do not lock our phones at any time. If you purchase a 4G Phone-in-a-Box from our retail partners, you should review the back of the box to determine the lock period applicable to that device. i.e. even though the device info listed on Best Buy says it is universally unlocked, the above policy might apply? Is this phone in the category of "certain devices purchased from a retail partner"? Companies don't like explaining the truth because it is too freaking complicated and they themselves probably have no idea...

Sorry, there was a problem. Please try again later. No, it's not unlocked. It's an exclusive Verizon prepaid phone, although there may be some hacked unlocked Moto e6's out there. I am Verizon and Moto, so that's about all I can tell you.
