“Can this phone be on the regular Verizon network or is it only pre-pay eligible?”

• Pre-paid only because this phone is designed to be locked to prepaid at first. Once the phone has been used with prepaid for x amount of time the phone can become capable of working for regular Verizon. I recommend getting an unlocked refurbished phone.
