I have two computers - a Dell Desktop and it runs Windows 10 and I do not have touchscreens connected to that computer. However, for my Surface Pro, which runs Windows 10, I do have this particular monitor connected to it and it works great. As far as Windows 10 requiring a touchscreen, I have never heard that before and it doesn't seem to be the case in my office, anyway. Maybe others can also answer.
