“I have a cd/dvd player connected to my TV. If I choose to play a CD I'm assuming TV will have to be turned on for soundbar to work if hooked up to TV via HDMI Arc cable? Is there any way to listen to CD through soundbar with TV off?”

Please try again later.If you connect your CD/DVD player directly to the sound bar and not through your TV, then make sure the sound bar is on the input used with the CD/DVD player, then you can listen to CD audio through the sound bar without the TV having to be on. The drawback of this setup though is that your sound bar will only play audio from your CD/DVD player unless you attach the sound bar to the TV with a different type of connection and change the input again to the TV's connection type.
