No, this TV does not have a web browser.

No, if you buy this TV. Know its a smart TV. Just for viewing video programming. Once you get this smart TV working its great. In my opinion I view it as a projector screen. Its a great TV. The only setback is that you need a compatible smart device, one of approximately $100. A cheap device of about $50 may not be compatible with smartcast.
