Yes you will need either a tablet or smart phone to use this TV. IT is not really a smart tv. IT is more of a monitor that you need to stream or cast content.

It doesn't have a traditional tuner in it, so it is limited to getting its signal from another source, i.e. cable box, satellite, blu ray player or streaming device. The Chromecast that they refer to is a wireless way for you to stream video or audio to the tv from a smartphone or tablet. Hope this helps.
