can you get apps without cell phone? null

not yet... new announced firmware coming that will also allow apps on tv... supposedly coming out in july 2017

This display does not have any built in applications however we will be releasing an update this summer that does add select applications to the display. You can also cast content from a computer through the Google Cast extension in a chrome browser.
