Your device that needs atmos support must connect directly to the HDMI in port on the soundbar. All your other devices would then connect to the TV and you would run another HDMI cable between the ARC ports on the TV and the soundbar. If you have multiple devices that need atmos, then you’ll need an HDMI switch with atmos pass thru. In that scenario, you would connect all your devices to the switch, connect the switch to HDMI in on the soundbar, and connect the soundbar to the tv using the HDMI ARC ports on each.
