“Do I have to connect this TV to wifi to use the Android tablet? If yes, is it possible to adjust settings without the tablet? I'm trying to avoid connecting anything but computers and phones to wifi because of the recent smart tv hacks.”

If your concern is of smart TVs accessing your computer files I have a fix, search out 3 dumb routers networking, there is an excellent video of how to set this up. This quarantines your PC secure network from your IOT insecure network, nobody can hack your TV to access your computer network as it is segmented physically. However if your concern is someone using a built in microphone to spy on conversations that is a bit tricky, you would need to disassemble the device and cut the wires to the microphone. This would void your warranty

Though I feel should warn you that you won't be able to take advantage of the built-in chromecast feature without it being on WIFI or your wired network.
