“I want to be able to use the Smartcast, and screen mirroring, but I also usually have a network cable connecting TVs instead of wifi. The only references I ever see are "on the same wifi network", can I use these features with the TV cable networked?”

As long as the network your tv is connected to via Ethernet is the same one as your device connected over WiFi, the screen mirroring and SmartCast features will work.
