Hi Vicky! This is a Smart TV. Instead of having applications built in to the TV you instead use your smart phone, tablet, or computer to "cast" or "fling" content to the display allowing access to thousands of different applications and different content.

Yes. Mine came with built-in apps: Netflix, Amazon Prime video, YouTube, iHeart Radio and others. I watch 4K content from some of these sources.
