Mostly it has to do with your cable provider, sometimes the signal is not as clear or may be setup in such a way that HD needs to be fed through a special box. Also keep in mind there are many versions usually of the same channel one is standard the other is HD, you may be only viewing the standard channels and they do not look very good. Also small time cable providers sometimes don't provide HD formats and you may end up with very grainy TV in standard formats. You should contact your cable provider to let you know what options you have.

Many times you will see a big quality difference in image between the cable box and over-the-air signals. The compression enables them to provide numbers of channels vs. signal quality.

We know it's not the TV as Netflix is working well. I would consider checking connections and possibly calling the store or Vizio to see if they're aware of a fix.

First, make sure the Display is getting a hi-definition signal. This means making sure that you're source device (like a cable/satellite box) is capable of HD or 4K, and that it's connected to your Display with an HDMI cable that can deliver the HD picture. You can also change between pre-set picture modes on the display by pressing the PIC button on your remote. This will toggle between a few picture setting that look good in different situations. If your display is in a bright room try Vivid or Calibrated. If it’s in a dimmer room try Calibrated Dark.
