Just one jack is needed for the main phone. Second phone you can put anywhere that has a plug in for the phone charger.

If so, then yes, you can plug the primary phone on one floor and use the second phone on another floor or room, Remember the second phone is not a primary existing phone it is an extension of the primary, meaning you can answer the phone or use to make calls but if the primary phone is in use the secondary phone cannot be used.
