Once I had plugged the phone I had downstairs into an electrical outlet that could be turned off with a switch on the wall. It took a little bit when I was trouble shooting before I realized why the phone downstairs was not working. Also, an electrician once told me there can be "dead zones" in some houses. I hope things work out for you.
