“is this considered blue tooth? I can not figure out how to register this headset to TL86103 ATT Phone system. Both were bought at BestBuy and are said to be compatible but the instructions on how to "register" the head set to not match what phone offers”

Hello. Try the following to get the IS6200 to register to the TL86103 base: 1. Remove the headset from the charger. 2: Press MENU on the base. 3. Scroll to Settings, the press SELECT. 4. Scroll to Registration, press SELECT. The base will show Registering... Please Wait. 5. Place the headset in the charger. Allow up to 60 seconds to register. If you have issues, please call AT&T Telephone Support. Thank you!
