“How many times can a tablet be registered? If I was to buy a used one would I be able to take full advantage of it or can it only be synced to one person/ can you use it on different laptops if you just download the software on all devices?”

The tablet can only be registered once to the original purchaser. All that is needed to use the tablet is the tablet driver, which is readily available on the Wacom support page, and can be installed on as many systems as you like.
