“Is this is "plug and play" connects via USB or bluetooth will it work without downloads? My school district does not allow software downloads unless approved & they will not approve downloads for non-district devices.”

No, it does not. You will need a current or near current version of Mac or Windows 10 operating system to use the tablet.
