“Is the black plastic piece with two sets of prongs what I use for eyebrows or do I use the attachment with the tiny silver prongs for that? The plastic attachment with two sets of prongs doesn't seem to fit on the trimming head, so what is that for?”

In may be a little tricky to get on but mine fits fine although it does take a little effort that allows it to stay in place without slippage.
