Did this start happening when you first changed the filter? If not, and if you have changed the filter in the recommended time, I doubt it is due to the filter. Our water and ice stopped working at about year 7 but a repairman was able to replace a broken part and fix for about $100. If you did just change the filter, take it out and put it back in again. Maybe it was not put in correctly.

Typically, a build-up of foreign particles in the water filter would reduce the water pressure and slow the flow rate down but not stop it. The water filter should be changed every 6 months or more frequently in some areas. Check your water line to make sure that it is not pinched or kinked. The other cause could be an air bubble in the water line. If there is air in there, you can flush it out by pressing and holding a glass to the dispenser for 3-5 minutes. You should hear humming when you push the dispenser lever, hold the glass until water starts running. You may also want to check that the display is not locked. Make sure that it is set for water and not cubed or crushed ice, assuming your refrigerator has these functions, unfortunately, you didn't mention which refrigerator model you have...^IFV
