Desktops often have extra power cables, since they have the room and manufacturers buy standard cabling. If you are replacing a drive, you can use the data cable already in place. If are adding a drive, you will probably need to purchase data cables, but they are inexpensive--under $5 per, Laptops/notebooks do not have extra cables, but there is usually a direct-to-motherboard connection for both, so you don't need any additional cables.

No I don't believe it comes with cables either for power or for data linking. I just used one of the holes that matched a bigger sata drive and drilled a second one to fit into an existing 7200 rpm sata drive hole. Is no problem to do this with ssd drives cause they don't spin like old drives!
