“I have a Dell All-in-One computer with a hard drive and an SSD drive. The SSD drive has my programs on it. Can some of these be taken off and transferred to this external SSD drive? Or is it only files I can transfer?”

You should be able to run programs from this external SSD. Just be sure that your desktop shortcut has the correct location of the new drive to activate & run it.

To transfer the programs cloning can be done but on an internal drive.
