If you format the drive as FAT32 you will be able to use it with both the mac and windows operating systems. Fat 32 however has a maximum volume size of 2TB and a maximum file size of 4GB.

Format the drive exFAT and both mac and Windows can read/write to it.

If you reformated the drive to run the apple OS probably not

When you format for Mac OS, if you plug it into PC it'll make you reformat it to be readable by PC... If you want a hard drive that's compatible with both simultaneously, it'll be better to get a cloud based hard drive, that way your connection is the WiFi network and you can access from both
