Yes; you may do this in Disk Utility. Format the drive as HFS+ (MacOS Extended, Journaled). Name it TM Backup. Then partition the drive using a 15 GB partition for the Catalina installer; also as MacOS Extended, Journaled; name it Installer. Use the instructions here (https{colon slash slash}support.apple.com/en-us/HT201372) to create the Catalina installer on the 16GB partition named "Installer". Then tell TimeMachine to use the other partition (TM Backup). Done. Do note that a TM Backup disk also contains the necessary files to boot that machine and restore it to the last backup. In other words: You don't actually need to create a separate partition with a Catalina installer (unless you intend to use that installer for other Macs).
