“If I use this for Xbox One can it be partitioned so only a partition is Xbox and another for Dish DVR or PC?”

No. Unfortunately Xbox One will require you to format the entire drive. I personally went with a 7200 rpm 2gb for mine. This is not quite as fast.

No the Xbox reformats it to its own archetype. If it is for say videos you buy from the store via xbox yes. But you can't really dual purpose the drive from what I know. I just bought another one.

No, once you connect it to your Xbox One it will format the entire device for storage for the Xbox. If you connect it to another device you will lose all your data.

I believe when you format the hard drive to your Xbox, the Xbox is going to completely wipe the hard drive for game files and not let it be portioned
