“Can this drive be used to run full backups (and restore) for my WIN 10 pc? I read somewhere that it is not possible with a USB powered drive.”

Yes, that is actually why I purchased this device. The last windows update crashed my entire system and the windows tech could not even restore, so we had to get an external drive to move all the data files. Then do a complete erase of the hard drive and install windows as a new system.
