I wouldn't think so. I have an AT&T DVR, and I can't transfer anything off that box to external storage. If you could, I doubt the data would be usable. Some DVR boxes do allow for accessory add-on storage, but it's going to be heavily encrypted. I'm not familiar with the 'Hopper', but DRM is so crazy, and a PITA. YMMV...
