You can make the 'share'/folders private (public for all is also an option) and require an account, in which you would make for anyone you want to have an account. Thus assigning those created users to different 'shares' I did not see an option for allocating specific storage to a specific user, but I also didn't look for that as it was meant for whole family to utilize the 20 something terabytes I added to it.
