“Will this be compatible with my very old OSx 10.9.5 which can no longer be upgraded? It was my mother's before she passed. It's a Late 2012. Just bought a much newer Mini Mac and need to be able to transfer from old to new.”

Yes. It is formatted Journaled Extended. That is a format that even 10.4 would recognize. You can either use it to copy individual folders, or you could perform an entire Time Machine backup on the older computer and then on the new machine use Migration assistant to get all the files.
