Hi it could be either or both. Can you take your laptop to a different location on a different wifi and check if it runs faster. If the same speed you need to remove some photos or videos or music.

Please try again later.Webroot antivirus can clean/declutter your device from open but unused apps/progress programs but I don't think it solves the slow operating responsiveness. Your internet speed might just be slower or you might need some memory upgrade - Geek squad at best but might be a good place to get some of expert help
