Yes, Franklin. The rules are stored on the Wemo device which allow them to function even without being connected to a router.

I haven't tried, but I doubt it. The plug needs to be connected to WiFi to know what time it is.

I believe it could as I have had a few power outages and the schedule is still set on mine. However mine is within WiFi range. You may look into getting a range extender for your WiFi instead so you can have constant access to it.
