“Can this device be kept of the internet w/o out setting a router to block? Does the app need internet for local control? What I want to know is can it be used just phone to switch or phone to router to switch vs. phone to cloud to switch?”

Hello! Without Internet connection, you can still locally access/control your Wemo devices but needs phone > router > switch connection. For remote access, it requires phone > cloud > switch connection.

You can also access the device via the internet so you can turn your lights on/off when away. You don't need to make any adjustments in your router. You add the device to your local network and you can control it from your phone or smart device, such as Alexa or Google, as long as your local network is up regardless if you have internet or not on that network.

It will work just plugging a device into it however you will not be able to set up any on and off times or control it without a Wi -Fi connection.
