If your App (WeMo or HomeKit) is allowed on that network, definitely.
Sorry, there was a problem. Please try again later.I would not use these in answer to your question. Why do you need a smart plug at all for your dorm Wi-Fi? Isn't Wi-Fi provided by your school within the dorm building and elsewhere on campus? This smart plug may be useful in the dorm room for smart lighting, but not for most others things in your dorm room. I hope my answer provides useful information.
Sorry, there was a problem. Please try again later. The smart plug is set using the Wemo app and I do not expect it to allow the log in web page to be pulled up. In addition its possible that your school has configured their network not to allow communication between the plug and the app on your phone. At this current time it is probably a better option to get something that is controlled via a remote and not network based.

If you are using a business class router with enterprise security, the Wemo device will not be able to connect to it. For security reasons, Wemo is NOT supported by the following network types: -Enterprise networks -Café networks -Cellular hotspots -Networks using Chinese characters -Networks that use ARRIS modem routers
