“If I set up the Smart Plug schedule to go on at sunset and off at sunrise using the WeMo app then does the app have to stay running or is the schedule saved in the Smart Plug?”

A copy of the Rules.DB file lives on every Wemo device on the network as well as on any Wemo Apps used to control those Wemo’s.
