Yes to both - the fan is a bit on the loud side. The light was nice and bright - and had a three step setting.

Yes - the blower is set to vent back into the house. The instructions are pretty clear (and easy) to change the orientation of the fan to exhaust outside. Pay attention to the instructions on this one.
