“Can this oven be installed as a vented to the outside?”

Dear Valued Customer: Thank you for your inquiry regarding Whirlpool microwave hood combination model WMH53520AS. This model can be vented to the outside. There is not any special kit required, you simply have to follow the installation instructions for external venting. Thank you again for your inquiry. We appreciate and value your business!

Yes, there are instructions for into room and external venting. Fan unit needs adjusted for external, looks pretty straight forward in the manual.
