“Why does the water level only fill to half the basket?”

• according to Whirlpool, this is an energy conserving feature. I say "BS". How can this be energy and water conserving when I now have to twice as many loads of laundry. I am currently looking for a unit without this feature.

• The 27in model has a full level or water saver knobs you can make a change in what to wash like bedspreads or smaller things
