All electric cook tops ( I have a smooth glass cooktop), when you turn them on the element glows bright red and then it turns off, and then it turns back on again. Electric and do not stay at a set glow, they regulate the set temperature by switching on and off the whole time they are on. Gas stoves stay at the setting you choose the whole time they are on. I like gas, my wife likes electric, therefore we have electric.
