If the product doesn't come with a bundled deal, you'll have to get it separately. If you're a noob you'll be made offers like $1 for your first month of Xbox live. If you do a web search for Microsoft Store you'll be able to look at promotions there as well. You missed some really good stuff during blackFriday, but I understand promotions might drop right before the Summer too.
