Chair wants to fold down

I believe something is wrong with this chair. It constantly wants to go into the folded position. I see there are two small points that should hold the chair in the upright position but they wont catch I use the levers on the side of the chair but have had no success. I like everything else about the chair but this folding action is very frustrating.
No, I would not recommend this to a friend
